There's actually no way to describe a true single-stroke vector font in PostScript or TrueType, so no normal program can do it. The only way I know of to do this is by using AutoCAD and its built-in lettering. The real challenge, incidentally, isn't stencil fonts - because they consist of closed loops, they are not difficult to digitize - but single stroke fonts, such as the ones you'd want if you wanted to write very fine lettering on a surface in vector mode. (It may only exist in the programming for whatever machine at Boeing cuts their stencils, for all I know.)
